Karl M. Fraser is a project manager who oversees clinical oncology research at a biotech company in Rockville, Maryland.  Mr. Fraser received his bachelor's degree in biology from Howard University and a master’s degree in biotechnology from Johns Hopkins University.  He has been active in his community, including serving as an elected ANC Commissioner.  Mr. Fraser was confirmed by the District Council on December 6, 2005, and sworn in on January 12, 2006.  His term expires on January 12, 2008.
